HAMILTON, BERMUDA - June 8, 2001 - New World Network, the principal owner of the Americas Region Caribbean Optical-ring System (ARCOS), a leading submarine broadband cable network, today announced that it has lit the first seven segments of ARCOS linking the United States, the Bahamas, Turks & Caicos, the Dominican Republic and Puerto Rico.

The first seven segments of ARCOS linking the United States, the Bahamas, Turks & Caicos, the Dominican Republic and Puerto Rico have been lit and are currently under rigorous testing. The system will provide up to a minimum of 1.92 Terabits/ second of fully redundant bandwidth capacity and upon completion of testing, these seven segments will begin commercial operations.

The ARCOS fiber optic submarine cable system has secured all permits required to land the cable system in fifteen jurisdictions, including the United States, the Bahamas, Turks & Caicos, the Dominican Republic, Puerto Rico, Curacao, Venezuela, Colombia, Panama, Costa Rica, Nicaragua, Guatemala, Honduras, Belize and Mexico. With these breakthroughs, New World Network can provide new generation telecommunications services that will enhance fast Internet access, large volume minutes termination and data services. The network remains on schedule and on budget with construction expected to be complete in Q3 2001 and full commercial operation in Q4 2001. There are currently three primary cable laying vessels installing the ARCOS system: one Tyco cable laying vessel responsible for installing the two repeatered segments of the system and two NSW-Corning ships completing the remaining unrepeatered portions of the network. Additional specialized vessels have also been made available to support the installation program.

"As promised to our co-owners and customers, activating this first phase of ARCOS will provide these countries with a fast, reliable and efficient way of unleashing new opportunities for IT businesses," said David Warnes, President and CEO, New World Network. "We remain on schedule to become the market makers in the region by accelerating business opportunities, making services more accessible to the end user, and opening up advanced telecommunications to more than 200 million people in the region."

Local network interconnection and backhaul services are being offered by New World Network in conjunction with or through its landing parties and carriers in ARCOS, including CTICC in Miami, a wholly owned subsidiary of New World Network, BATELCO in Nassau, The Bahamas, Cable & Wireless in Turks & Caicos, CODETEL in the Dominican Republic and ULTRACOM in San Juan, Puerto Rico. These leading carriers will deliver connectivity directly to any city or office center.
